Personal at Scale: How to Build Effective Leadership Programs Across Countries, Continents and Cultures

Global organizations that want to build leadership programs face a hard question: How do you build a program that feels consistent across continents, yet flexible enough to land in every local context? On paper, a central rollout seems efficient. It creates a shared corporate language and keeps costs under control. But in reality, top-down narratives pushed from headquarters often feel disconnected from local teams. Such narratives fail to connect to the local context and are unable to change behavior in day-to-day work.

“The challenge is ensuring that a centrally designed program actually changes how leaders act in their local daily reality,” says Camiel Gielkens, CEO of Relevance.

Why Structures Collapse 

When leadership programs fail to deliver impact, organizations typically blame the content of the training or the technology. More often, the issue arises from asymmetric investment. Companies pour significant time and budget into sophisticated learning programs, while ignoring the organizational foundation beneath them.


If local units lack the fundamentals that create a place for learning — such as a clear vision for leadership or psychological safety that allows for experimentation and failure — even the most thoughtfully designed programs will crumble. A program needs a solid learning foundation. Both are necessary: one simply cannot function without the other.

 

Balancing the Global Core with Local Realities

To make learning work across dozens of local contexts, organizations must master the balance between global consistency and local relevance. A rigid one-size-fits-all approach can alienate local business units. On the other hand, giving total freedom to every region leads to fragmentation, where the core message disappears entirely.

The solution lies in smart glocalization. By protecting a central strategic narrative while leaving room for local cultural nuances, you can create a program that feels recognizable anywhere yet relevant everywhere.

Three Pillars for Scalable Impact

To achieve scale without losing depth, a program must be built around three core pillars:

  • Personalized: Tailored to the personal aspirations and daily context of the individual learner.
  • Adaptive: Flexible enough to adjust to local business needs and cultural nuances.
  • Social: Connected to peers and managers, making learning a shared experience rather than an isolated task.

When these elements work together, scaling no longer feels like mass production. It feels like a personal learning experience delivered right when and where it is needed.
